IRCC Prioritises In-Country Talent and Specialised Skills in Late April Draws

IRCC has concluded a dynamic series of Express Entry draws this month, signalling a clear strategic shift toward candidates with established ties to Canada and specific linguistic capabilities.

As the second quarter of 2026 progresses, the federal government’s selection patterns emphasise the "two-step" immigration model—transitioning temporary residents already contributing to the economy into permanent ones.

The April Draw Breakdown:
The final weeks of April saw a flurry of activity across three major categories, offering a diverse range of Comprehensive Ranking System (CRS) cut-off scores:

Canadian Experience Class (CEC):
On April 28, 2026, IRCC issued 2,000 Invitations to Apply (ITAs). The CRS cut-off score held steady at 514, maintaining the predictability seen throughout the month for candidates with at least one year of Canadian work experience.

Provincial Nominee Program (PNP):
A targeted draw on April 27, 2026, saw 473 candidates receive invitations. Due to the automatic 600-point bonus awarded for provincial nominations, the cut-off score was significantly higher at 795.

French-Language Proficiency:
In a massive category-based selection on April 15, 2026, IRCC invited 4,000 candidates. This draw featured the lowest entry barrier of the month, with a CRS requirement of just 419.

Strategic Insights from NishasNet:-

Reflecting on these trends, we at NishasNet Private Limited note that high CRS scores in general draw are making strategic planning more critical than ever.
"We are seeing a consistent trend where Canada is prioritising those with in-country experience and specific skills like French language proficiency," the firm stated. For candidates currently in the pool with scores in the high 400s, the focus should shift toward provincial nominations or enhancing specific skills to qualify for category-based draws.

Looking Ahead -
For prospective immigrants, the latest data suggests that while the "all-program" draws remain competitive, specialised pathways are opening doors for those who may not meet the high CRS thresholds of the general pool.

We continue to monitor these developments to provide data-driven, analytical guidance for Canadian and Australian PR, student visas, and business migration.
