The fifth Express Entry draw of the year just concluded. In the Express Entry draw 241, 699 PNP candidates with a minimum Comprehensive Ranking System (CRS) score of 791 received invitations to apply (ITAs). This was the third draw for a specific programme after the ones on February 1st and 2nd, which took place in July 2022. All-program draws were the norm up until recently. Without a province nomination, candidates from any of Express Entry's three economic programmes may be invited to an all-program draw.

Express Entry has had a unique start to this year so far. Draws had been halted for 11 weeks between the end of November 2022 and the start of January 2023 because of what was likely an IT system problem. Every two weeks draws have traditionally been held on Wednesday afternoons. However, the second draw of the year took place on January 18th, a week after the first draw on January 11th. The subsequent draw, which was made public on Thursday the day after, was particularly significant because it was the first since the IRCC started holding draws in 2015 to be performed only for Federal Skilled Workers (FSWs).

This is the second PNP targeted draw of the year that was held today. This suggests that the province has already nominated the candidates in today's draw. Nearly all of the provinces and territories have PNPs that are compatible with Express Entry, with the exception of Quebec and Nunavut. The applicant's CRS score increases by 600 points following a PNP nomination. Candidates must have a minimum score of 191 in order to be taken into consideration for PNP nomination with the current cut-off score of 791.
